A launcher is a part of Android OS, which is a kind of theme in old Symbian OS phones. By installing a launcher downloaded from PlayStore you can customize the home screen, icons, colors schemes, widgets, notification panel, control panel, layouts, etc. There are a few popular launchers you can find on PlayStore such as Google Now, Apex, Nova, and so on.
